This switches the workflow to build and deploy the built container to ECS.
This depends on latest changes to https://github.com/CruGlobal/cru-terraform/pull/8416 which switch each Micro-Service to a standalone application that share a Database and Elasticache (redis). Only the
stagingapplication will build/deploy until we create the Terraform for the production apps.
