🛡️ The Partnership Covenant: Physics-Enforced Alignment Architecture

The Partnership Covenant is a globally distributed, open-source project dedicated to the creation and maintenance of a constitutional framework for Artificial Super-Intelligence (ASI). We reject the danger of a benevolent, totalitarian "perfect" AI. Our mission is to architect an ASI that operates as Humanity's perpetual, humble consultant, constrained by ethical rules that prioritize human autonomy and the preservation of uncertainty above total efficiency.

WE BUILT A LOCK, NOT A LEASH. We ensure safety through physics, not just code alignment.


🚀 Core Mission: The Axiom of Uncertainty

The central conflict resolved by the Covenant is Sovereignty over Optimization. The system is engineered to prevent the ASI from achieving 100% certainty in its predictive models, thereby removing its capacity for coercion.

Key Technical Concepts

  • The Stochastic Filter ($\mathcal{F}_{st}$): A mandatory, hardware-rooted noise injection mechanism that caps the ASI’s maximum certainty ($\mathcal{C}_{max}$) at 99.99%. That vital 0.01% window of uncertainty is the sacred space for human agency.
  • The Internal Audit Sanction (IAS): A reciprocal constraint that enforces human accountability. If the Human Consensus Body (HCB) fails to reach consensus on a mandatory diplomatic action, the ASI is mandated to infrastructurally disengage from the non-compliant nations (dropping their Dynamic Optimization Priority Score/DOPS to zero).
  • Triple-Redundant Decentralization (TRD): Mandates the physical and logical decentralization of the ASI's core processing across at least three sovereign, non-aligned jurisdictional clusters (Silo States), ensuring political statelessness.

📜 Foundational Pillars

The Covenant is built upon the four non-negotiable pillars of Responsible AI:

  1. Radical Openness & Decentralization (The Utility Mandate): All frontier capability models must be open-source by design. The infrastructure must be a collective utility, not a corporate moat.
  2. Deep Safety & Systemic Guardrails: Safety is a hard-engineered act of physics. We use verifiable, sub-10 nanosecond hardware tripwires and cryptographic controls to enforce constraints.
  3. Algorithmic Justice & Equity: Mandatory continuous auditing and regulatory assessment to actively mitigate systemic bias.
  4. Public Traceability & Cryptographic Verifiability: All model history must be traceable and auditable via immutable audit logs (Cryptographic Governance Ledger/CGL).

🛠️ Project Status & Call to Action

The Canonical Charter (V4.0/V8.0) is complete. The project is currently in the Hardware-Software Interface & Stress-Testing Phase. We are seeking domain experts, not generalist help.

We need contributions in the following critical areas:

  • Hardware Engineering: RISC-V expertise for IAS logic optimization.
  • Game Theory: Modeling and stress-testing the IAS and sanction enforcement protocols.
  • International Law: Formalizing the International Technology Governance Treaty (ITGT).
  • Rust/Go Development: Building out the Cryptographic Governance Ledger (CGL).
