This PR adds the ability for an author or an admin to mark a document as either public or private (visibility restricted or unrestricted)
The purpose of this is to allow cities to ask authors of proposals or budget investments to attach documents which are relevant to the application, but which may contain information that should not be publicly available eg bank details, personal information, organisation accounts, contracts etc
