Note this is already available under 2020 (dealii). |
Trillinos SCOLOR patch works as arguements are ignored if init argument is .TRUE. (existing types were incompatible). Dealli patch based on later upstream commits.

This adds legacy dealii (9.4.1), PETSc (3.16.6), and, as a required dependency, Trilinos (13.4.1) to StdEnv/2023 for the new clusters. These were requested as dependencies for OpenIFEM (otrs 0277905).
