This commit adds 3 new rules to RHEL 8 CIS. - file_groupowner_etc_sysconfig_sshd - file_owner_etc_sysconfig_sshd - file_permissions_etc_sysconfig_sshd They implement requirement 5.1.3 of RHEL 8 CIS v4.0.0: Ensure access to /etc/sysconfig/sshd is configured Resolves: https://issues.redhat.com/browse/OPENSCAP-6538
