[Change] Config folder reorganization

I made this so people can see what it looks like. Open to other organization strategies or just not reorganizing it.

Also open to feedback on core vs. optional.

Probably shouldn't do #315 until this is done.

Pull Request Description

When merged this pull request will:

• Move config to a core_config and an optional_config

Release Notes

The configuration files have been split into core_configuration and optional_configuration, to make it easier for first-time and returning mission makers to ensure they have done the critical config.

I don't really know how to edit the wiki in a pull request but if anyone cares, the endings config wiki page should be changed to reflect the new path.
