Description of the changes
Enables discord.py socket debug events. I think they are useful sometimes (for cog dev) and should be toggle-able through the CLI.
Please note that this is a duplicate of #6581, as some people might need this flag and the fact that the original PR creator has deleted their repository. User in question gave me their consent to remake the PR, added them as co-author of the PR.
