Ballistics calculation seem to be weaker than in game #4

Hi,
when choosing ballistics repeaters in comparison agains similar laser repeaters, the ballistics have longer calculated TTK.
However, in real PU tests, it was shown that TTK is way faster with ballisitcs.

Question:
Could it be, that ballistics bullets shield penetration isn't considered? (Actually, a ship/hull can be killed even with alive shield-bubble - no need to bring down the shields first.)

Example:
Wolf vs. Gladius: Too slow TTK compared to next:
Alpha Wolf vs. Gladius: Calculated fast TTK, but in real PU, it's vice versa.

Or using size3 Mantis vs. CF-Panthers on Gladius vs Gladius - same story.

I am doing PvP in AC quite often and ballistics are much stronger.
