This pr provides a fix for the Tachyon vulnerability in cometbft and also gets main up to date with v8.1.3 which is the last release tag.
Once merged the resulting changes would be v8.1.4
Currently ~40% of Canto voting power is running v8.1.3 with the Tachyon patch so this fix can be rolled out at a reasonable pace.
