Update the 'cream' folder to align better with the current Python best practices.

  • Removes unused functionality (well... everything)
  • Sets up the CI for the future python developments
  • CI runs both the tests and checks the formatting of the code using black

I open this PR as draft before it is finished to debug the GitHub actions.
Before merging following needs to be updated as well:

  • Python part of the readthedoc build (we need to make sure autodoc works there correctly)
  • Instructions in the online documentation
