Update Pypi trigger in yaml

fixed #724 (I already made release of v1.4.1 based on the branch in this PR)

@amal-ghamdi and @jakobsj , just for your reference, I have made a release of v1.4.1 on Pypi; With pip index versions cuqipy, it now shows

cuqipy (1.4.1)
Available versions: 1.4.1, 1.3.0, 1.2.0, 1.1.0, 1.0.0, 0.8.0, 0.7.0, 0.6.0, 0.5.0, 0.4.0, 0.3.0, 0.2.0, 0.1.3, 0.1.2, 0.1.1

so everything seems good now.

• Just for your reference, I made release v1.4.1 from branch test_release, which includes the commits of v1.4.0 and the changes we just made in this PR to the yml file on triggering github action of publishing to Pypi.
• Now I request to merge this branch to main.
