ROV Control Thruster Test hangs

Not a unit test, requires PWM services to exist.
Testing with colcon test results in the test hanging without external intervention.
Hangs due to call to servo_srv.wait_for_service()

In fact, the entire test file looks like it's interactive. Change it to be autonomous or rename it.

@catfishjw and I did a brainstorm on this one. We'd rather not disable it as a test (I assume that's what renaming it would do) bc, you know, tests are widely regarded as good.
The best option would probably be to make it autonomous or autonomous by default (maybe there's a command line argument you can use to switch to interactive mode). The auto mode just issues from a list of instructions (pretty easy). Verifying that it's producing good PWM commands? Way the heck harder! Might as well build a whole simulator. Probably better off just creating a PWM subscriber (don't even need to spin up a new node) and confirming that the node spits out any PWM.
