local dev without zookeeper

Notes

Removes Zookeeper from the local dev docker setup.
Change to confluentinc/cp-kafka:7.6.9 (Kafka 3.6.x) from 7.3.0
because 7.3 reach end of life 11/24, and because the more recent
confluent image uses simpler KRaft configuration.

Note: Do not merge because it is under discussion whether or not to remove Zookeeper.
