chore: Uncomment build/deploy workflow for deduplication API

Notes

This PR re-enables the Build-and-deploy-deduplication-api CI workflow, one that was previously fully commented out, rather than just the Sonar piece. I pulled the extract-version-suffix step from the other service build/deploy workflows and applied it here accordingly (for the sake of consistency), but otherwise this was pretty identical to the other two.
