Added Python Wrapper

Added Boost Code for Creation of python Module. Makefile and Test is currently designed to work on my computer. Paths need to be updated in order to work somewhere else.

Experimental library release

Experimental release of the SciFi C++ library. Any feedback whether it works for you or not (pleasse iclude your OS and CPU architecture) is welcome.
