Missing CEG and NEG references: Mouse

Description of the bug

Need to include mouse essential genes and nonessential genes to Docker container and add flag for species in run:

Currently CRISPIN has a flag to point to the essential genes files, but the mouse versions are not included in the Docker container

I think we'll want to upload these to an S3 bucket rather than include them in the Docker -- we're moving in a similar direction for our other pipelines: CCBR/RENEE#89
