This PR switches the PullRequestHandler workflow to use the pull_request trigger instead of pull_request_target.

Changes:

Added PullRequestTrigger setting to AL-Go-Settings.json
Updated PullRequestHandler.yaml trigger


          Switch PullRequestHandler to use pull_request trigger
