Explicitly defined service dependencies

Decided the open PR was worth merging.

Minor maitenance

Fixed some small issues that could have come up in stranger scenarios. Also (hopefully) fixed the tagging system.

IE 9+ Working

Fixed bug in IE 9-11 which (depending on the watch variable you were using) may have caused Chronicle to have issues.
