Add comprehensive CLAUDE.md documentation file to serve as the primary instruction and context guide for AI assistants working in the BlackRoad OS Bridge repository.

• Onboarding: New AI sessions can read CLAUDE.md → MEMORY.md → .STATUS → BLACKROAD_ARCHITECTURE.md to get fully oriented
• Decision Framework: Clear authority levels prevent unauthorized actions while enabling autonomous work on appropriate tasks
• Reference Material: Serves as a quick lookup for org codes, node names, routing rules, and file locations
• Conventions: Establishes consistent patterns for commits, branches, file naming, and code organization across the distributed 15-org ecosystem
• Context Preservation: Enables continuity across multi-session Claude Code work by documenting the complete system architecture
