Lorsque de l'affichage de la page d'accueil de mes-adresses, on envoie une requète par BAL pour savoir si l'habilitation est valide coté mes-adresses-api et ensuite api-depot
Cette PR a pour but d'avoir un unique appel a mes-adresses-api et un seul appel a l'api-depot.
