This PR adds ADR 29, which proposes a WoT (Web of Things) Platform Binding for Azure IoT Operations (AIO). The document defines how to express AIO Golden Path information in WoT Thing Models, analogous to the existing DTDL Azure IoT Operations extension.

- Adds comprehensive documentation for the proposed AIO Platform Binding with 14 new RDF terms
- Includes three detailed JSON examples demonstrating the use of the proposed binding properties
