chore: upgrade foundry to 1.5.1 and use --slow flag in deployments

Upgrade foundry to version 1.5.1 in bootstrap.sh and update aztec_deploy_l1_contracts.ts to use the --slow flag instead of implied transaction batching. This ensures more explicit control over deployment transaction batching behavior and brings the build toolchain to the latest foundry version.
