Validated by Manuel's Simulations

Pathing node publishes a vector of a path (poses) which Waypoint Manager subscribes and publishes waypoints based on the current pose of the rover and current pose of the goal.

Updates needed:

  1. Implement auto replan functionality if the target (test current implementation first)
  2. test scenarios with lots of obstacles
