Fixes a regression caused by WordPress/gutenberg#62118 where the
usePaddingAppenderhook was moved out ofVisualEditorintoEditorand the related functionality -- inserting a new block when you click on the area under the last block -- didn't work. Unfortunately I had to copy&paste the entireusePaddingAppenderhook.
