Switch to version 3 on web_server

switching to web_server version 3 because it fixes the gui bugs with the really long text strings used for the buzzer

@bharvey88 We can't when merging into main, unless you are only editing the readme or CI file. The CI job will fail because we've already used the current version number for a build. If it were merging into beta it'd be fine.
