These tests cover scenarios such as TPM early-fail with
max_delay_seconds, zero-token requests, interactions between RPM and TPM, behavior with zero or no limits, ensuring TPM enforcement even whensanitize=False, and verifying history recording for failed rate limit acquisitions.
