Assuming you already have UE set up to use clang-cl and you have LLVM installed at C:\\Program Files\\LLVM\\ then you should be good to replace {your_unreal_dir}\Engine\Source\Programs\UnrealBuildTool\Executors\Experimental\FASTBuild.cs with this version.
