We no longer have access to the PLATFORM_API_TOKEN that was being used.
Remove references to `PLATFORM_API_TOKEN` secret, which we no longer have.

We no longer have access to
PLATFORM_API_TOKEN, which has the ability to delete both projects and users.Since we're no longer creating users in tests (and needing to delete them), also remove the code for deleting users.
