Added a job called 'news' to `ci.yml` to check if the `NEWS.md` file has been updated or not with an appropriate escape hatch if it does not need to be updated. Also updated usage of `actions/checkout` from v4 to v6 and minor reformatting of YAML files. Closes #61.
