The atomic loop: ingest -> validate -> drift -> patch -> MG update.
IntelOps is the first of four executable domain modes. It wraps existing FEEDS consumers (ClaimValidator, ClaimTriggerPipeline, AuthorityGateConsumer, EvidenceCheckConsumer, TriageStore) into 12 function handlers keyed by INTEL-F01 through INTEL-F12.

Branching from INTEL-F02:
- INTEL-F06: canon promote (confidence >= 0.7)
- INTEL-F07: authority check
- INTEL-F08: evidence verify
- INTEL-F11: half-life check
- INTEL-F12: confidence recalc
Simple decay: -0.1 per contradiction, -0.01 per day of evidence age. Emits confidence_decay drift signal when score drops. Severity is yellow if score >= 0.3, red otherwise.

- CASCADE-R05: ReflectionOps episode freeze -> INTEL-F11 half-life check
