Updates to CT [do not merge, WIP]

This branch contains updates to the processing code for Connecticut. It includes:

• remapping of Other to Probable Cause for search types.
• processing of new data ("dataset Updates to CT [do not merge, WIP] #2") from their new data portal, covering up to 2015-09.

This is work in progress, as we're still waiting for new data up to 2016.
