ESLint 9 incompatible with legacy config format
High Severity
Bumping ESLint from v8 to v9 breaks the existing configuration. ESLint 9 uses flat config by default, but @repo/eslint-config/index.js exports legacy eslintrc format (with extends, parser as string, plugins as array). The root eslint.config.js exports this legacy object directly, and packages/models/eslint.config.js attempts [...baseConfig] which throws a TypeError because plain objects aren't iterable. Linting will fail after this upgrade.
