Merge latest fixes from 2ndlab/SkiaSharp.Static
7899677 
Incorporates:
- ci: bug fixes (2ndlab#29, 2ndlab#28)
- ci: release 251104 (2ndlab#27)
- build: add build number (2ndlab#26)
- Feature nupkg fix 2ndlab#21 (2ndlab#23)

Resolved conflicts by keeping arch support while adding BuildVersion feature.
