Red/Blue: Add map for guarded Route 22 gate

I have encountered this room in my current play and do not see it in the map tracker. In vanilla, the south door leads to Route 22 (west of Viridian) and the north door leads to Route 23 (just before Victory Road). There is a guard at the north door that checks the player's badge count before letting them proceed from either direction.
