Delete sub_accounts and move courses #3
Description
Sub-accounts cannot be deleted if they contain courses. Add feature to move all courses out of the deleted sub-account(s) (either into root, or even better, to a nominated sub-account), then delete the sub-accounts. This needs to work for all courses, including those without sis_ids.
