[Bug]: Add roleGroup deletion for missing reconcile Logic

Describe the bug

Currently, there is no proper logic for handling the deletion of RoleGroup in the operator-go framework. When a RoleGroup is removed, the coordination logic is missing, which may lead to inconsistent states. This issue aims to add the necessary deletion logic for RoleGroup to ensure proper coordination and cleanup.
