How are distributions build?
Simplytest.me chooses a makefile to build a distribution in the following order:
• simplytest.make: Should be similar to a build-[distro].make file, build the complete site and download all dependencies.
• build-[distro].make: Should build the complete site and download all dependencies.
• No makefile: Current Drupal core is downloaded, dependencies will be resolved as referenced in .info files.

So I'm thinking we should try renaming our make file to build-bear.make and testing it again

I've tried a few things and tested building from make files locally and on Probo, but had no issues. There do appear to be issues with several distributions on Simplytest.me currently. We don't have any issues building with make files locally, with the Drupal.org packaging manager (most fickle), or on Probo and all our automated tests pass.

I've opened an issue on D.O. in the simplytest issue queue to see if I can get more info from their logs.

Looks like this is being caused by a sandbox project that has turned into a real project in some branches. Trying a couple things... Will report back what I find.

Well, it looks like we have updated the sandbox project to the real project in our make files at this point for 2.x and 2.0 release, so it must be related to the defaults[projects][subdir] = "contrib" option we have set in the make file...

I've created a new temporary branch on D.O. called simplytest based off of the 7.x-2.x branch. In this branch I have removed all the contrib declarations to see if the build completes properly on the simplytest site. I'm currently waiting for the branch list to update on their site. Once that updates I can test the new branch and see if the dependency issues is fixed.

I've now tested a new branch without the contrib declarations and I'm still having the same issue. I've reopened the issue on D.O. as something doesn't seem right and we can't see the logs on simplytest's site.
