Style comment form/comments in bear coat for d7

@jodyHamilton i did not realize but these issues have been addressed both in Newco and Bear already. The issue with newco is that you'd have to be on the right branch to see them: myhr-nci28 (PS, we should really start reviewing and merging these)

I still went over the styles and made a couple minor improvements
