Wrong assumptions for `TEST_BINARIES_DIR`

Currently, the TEST_BINARIES_DIR dir is assumed to exist under the zcash_local_net folder. This is not specified anywhere.

It seems that when TEST_BINARIES_DIR is not absolute, it appends whatever's in there to the crate's root dir (zcash_local_net).
