Fix tracking of active issuance

We have migrated pallet-balances to storage version 1. The migration from v0 to v1 is used to fix the active issuance of certain accounts. We did not ensure that all our accounts have the correct active issuance. This needs to be done separately and depends on our decision of what exactly our definition of "inactive funds" is.
