Insert Photo directly into Gallery

Is that supposed to work?
I am on Wordpress 5.2.1 and twentynine theme. On drag to gallery. Nothing happens:

Expected Behavior: Image is added.

Drag and Drop is not supported, you can click the "plus" buttons, but it would be neat to add.
