Make CopyLastPublishedWorkfile optional #55

Is there an existing issue for this?
- I have searched the existing issues and added correct labels.
Please describe the feature you have in mind and explain what the current shortcomings are?
CopyLastPublishedWorkfile currently cannot be disabled easily and it could block starting DCC unnecessarily.
Suggested implementation?
It should be exposed in Settings to disable it.
It should probably expose list of hosts where it should be running (and removing filter directly in plugin). (That way it could be disabled for only specific host.)
