Rework get_site_root_overrides #32

- I have searched the existing issues.
Please describe the feature you have in mind and explain what the current shortcomings are?
Currently SiteSyncAddon.get_site_root_overrides could raise Value error if it is called on non local sites.
How would you imagine the implementation of the feature?
It should be rethink and reworked to return only {}.
(ayon-core dirmap.py could be then cleaned up.)
