Add workfile version up publish plugin for consistent editorial experience

Please describe the feature you have in mind and explain what the current shortcomings are?

ayon-hiero workflow define a integrate_version_up_workfile that automatically save the current project workfile as a new version.

For editorial experience consistency across all hosts, this should be reported to ayon-resolve.

How would you imagine the implementation of the feature?

We should be able to copy the logic from ayon-hiero and adjust it for Resolve.
