Add Frames to Exposed Overrides

Is there an existing issue for this?

• I have searched the existing issues and added correct labels.

Please describe the feature you have in mind and explain what the current shortcomings are?

The "Use Custom Frames" is not an exposable override in settings, and hence one would assume it's always enabled.
But, even better most likely, is to actually add it as 'exposable override' so a studio admin can define whether it's even allowed to set the "Use Custom Frames" state?

Suggested implementation?

Add Frames to overrides enum in CollectJobInfo.
