add `implementation envs` into addon.py from `Application definition`

Please describe the feature you have in mind and explain what the current shortcomings are?

Now we are having env defined via app definition and Environment entry

we should follow the maya host and define this in addon.py instead.

Suggested implementation?

If possible follow maya host integration for reference and implementation...
