Step 1

Add a global privilege column for Newsletter-sending rights. From what I can see, it is currently only the administrator that has privileges.
I'm very new to nodebb, so I'm not sure exactly what's possible, but it would be very neat and clean if it could just be added to the privileges interface:

If this proposal gets accepted and implemented: #37 we could then add privileges for sending newsletters/posting topics in different categories:

This is, for example, so you could have a group that moderates just a particular category, and they can send newsletters only to their own category.

It's possible. I think it would be a fairly large change. Each aspect of the interface would need a privilege. Send to everyone, send to group (select groups), overrides, send to admins, etc..

There may be additional aspects too, send to category posters for example. Probably need to add some checks for filtered words or topics.

Need to check if there could be any type of privacy violation as well.
