distribute was not found and fallback to setuptools was not allowed - Linux Mint 19

As title. Steps to reproduce:
pip install tabular or python2 setup.py install (I tried python3 also, but got the same results...)
fwiw, distribute does seem to be installed...
This is probably identical to #6 and #7, which suggests to me that it is OS-independent.
