I am unable to import this library in android studio either as module or via grade.settings file and gradle.build file ?

Add Maven Central to the "allprojects" block of your top-level build file

// Top-level build file
allprojects {
    repositories {
        ...
        mavenCentral()
    }
}

and then in your module build.gradle simply add the depencency

// Module build file
dependencyes {
    ....
    implementation 'org.xxtea:xxtea-java:1.0.5'
}
