Update test harness to use job defs rather than UML

Plus2JSON continues to be updated and the version within the test harness is now out of date. To avoid this in the future test cases should be able to include a job definition (this is what the PV really uses) instead of PlantUML. Therefore an optional boolean flag (job_def_json) should be added to test config for protocol verifier that if set to true allows the user to upload a job definition instead of a UML.
